第16任国家元首苏丹阿都拉在去年1月29日卸任前夕,为前首相纳吉颁布特赦令,将他的刑期减半,减少罚款至5000万令吉。然而,纳吉随后声称还有一份特赦令附录,允许他居家服刑。

在1月6日,纳吉的律师团队向法庭提交了一封彭亨王宫发出的信函,证实第16任国家元首确曾发出这份附录。消息曝光后,反对党加强了对团结政府的批评,甚至要求首相安华辞职。
