在中国四川，一段校园霸凌影片引爆群众上街抗议；在沙巴，一名13岁寄宿生疑似被霸凌致死，刑事调查组紧急介入。两宗看似无关的案件，却有着惊人的相似之处：同样涉及未成年加害者，引发舆论海啸，也暴露了制度的漏洞与执法落差。今天我们就从这两宗案件来看看两国在法律、执法和社会反应之间的差异。
