Are "Offsets" a Form of Bribery?

Prime Minister Tun Dr Mahathir Mohamad said that getting offsets in large business deals is normal as long as the money is not pocketed by individuals. This was his comment in relation to the AirAsia-Airbus graft allegations. We speak to P. Gunasegaram, Editor-in-Chief of Focus Malaysia for some thoughts on the matter.
